BLM’s attempt in 2014 to revise its 1983 regulations on creating Areas of Critical Environmental Concern was vetoed in 2017 by passage of the Congressional Review Act. Federal land managers have been trying hard for decades to gain the specific statutory authority necessary to implement Title I, Section 102 of FLPMA to turn multi-use public lands into conservation units. Congress gave federal land managers that authority way back in 1976 with the passage of the Federal Land Policy and Management Act.
